Vance Morris

Director of Community Response

    David brings over fifteen years of combined military, emergency management, and organizational leadership experience to Rally Point. His career reflects a deep commitment to service, operational excellence, and the welfare of our military and veteran communities.

​    David currently serves in the Arkansas Army National Guard, where he has held multiple leadership positions including Company Commander, Aide de Camp to the Land Component Commander, and Program Manager for the National Guard Marksmanship Training Center. His ability to lead teams, manage multimillion-dollar operations, and drive mission success has earned him a reputation for precision, accountability, and results.

    He holds a Bachelor of Science in Emergency Management from Arkansas Tech University and is completing his Master of Science in Operations Management at the University of Arkansas

    As Director of Community Response, David will lead Rally Point’s statewide coordination of nonprofit response efforts, connecting agencies and resources to serve Arkansans in times of crisis and need. His leadership will ensure that our member organizations are mission-ready and equipped to mobilize when communities call for help.

    ​David’s proven track record of operational leadership and service-driven purpose aligns squarely with Rally Point’s mission—to unite and empower nonprofits across Arkansas to strengthen their impact and achieve lasting change.

Rally Point Nonprofit Council is recognized by the Internal Revenue Service as a tax-exempt public charity under Section 501(c)(3) of the Internal Revenue Code. Contributions are tax-deductible as allowed by law.

RPNC serves as a statewide backbone organization that strengthens nonprofit organizations and wellness professionals through collaboration, capacity building, shared resources, and coordinated mission support across Arkansas.

RPNC is governed by an independent Board of Directors and supported by experienced nonprofit, business, and community leaders. All programs are conducted exclusively for charitable and educational purposes, and no officer, director, or member receives private benefit from charitable funds.

RPNC is registered as a charitable organization with the State of Arkansas. Financial and governing documents are available upon request.
