Introduction

The Nonprofit Center of Excellence is both a place and an initiative. Located in Little Rock, it serves as the physical front door and daily convening point of Arkansas’ nonprofit backbone.

Here, nonprofits gain affordable workspace, shared professional resources, and the opportunity to collaborate in real time — while preserving full mission autonomy. The Center multiplies impact by reducing isolation, cutting duplication, and creating the conditions for stronger organizations statewide.

What makes RPNC distinct is our dual role: we function as the statewide backbone and we operate its physical home — the Nonprofit Center of Excellence. This combination of connective capacity and place-based infrastructure allows us to do what pure networks or pure real-estate models cannot: create daily opportunities for nonprofits to collaborate, access expertise, and scale together.

The Challenge We’re Solving

Too many nonprofits across Arkansas face the same quiet struggle: high facility costs that drain budgets meant for programs, or makeshift workspaces that limit professionalism, credibility, and collaboration.

The Nonprofit Center of Excellence (NCOE) is the physical heart of Rally Point Nonprofit Council’s mission in Central Arkansas.

We built it so mission-driven organizations no longer have to choose between paying too much for space or operating without the professional environment they deserve.

Located in the Tower Building at 323 Center Street in downtown Little Rock, NCOE offers high-quality private offices, flexible shared workspaces, meeting rooms, and collaborative amenities — all at true cost-recovery rates.

Lease Structure & Compliance

Lease fees within the Nonprofit Center of Excellence are established solely to recover operating expenses, including utilities, maintenance, insurance, and administrative costs. Lease arrangements are not designed to generate profit.

No portion of lease revenue inures to the benefit of any officer, director, founder, staff member, or private individual
All lease agreements are reviewed and approved by the Board of Directors
Lease activities are periodically reviewed to ensure continued compliance with federal and state nonprofit law

All NCOE operations are conducted in a manner consistent with Section 501(c)(3), including restrictions on private inurement and unrelated business activity.

Governance & Oversight

The Nonprofit Center of Excellence operates under the oversight of a Board-approved Program Director. Policies, leases, and operational decisions are subject to Board review to ensure alignment with RPNC’s charitable mission and fiduciary responsibilities.

Classification

RPNC’s activities are intended to be classified under NTEE Code S50 (Public & Societal Benefit, Capacity-Building), pending IRS determination.
