Chris Phillips

Director of Strategic Partnerships

Chris brings a unique blend of public service, entrepreneurial drive, and strategic vision to his role as Director of Strategic Partnerships for the Rally Point Nonprofit Council. After more than twenty-seven years with the Little Rock Police Department—where he rose to the rank of Sergeant and led units in crisis negotiation, special response, and crime suppression—Chris retired in 2023 with over thirty commendations and a reputation for calm leadership under pressure. In 2019, while still serving in law enforcement, Chris founded Local Roofing & Construction, which has grown into a thriving residential and commercial building company. His success as a multi-million-dollar sales producer and licensed builder reflects his strengths in marketing, operations, and strategic planning. Chris also hosts the Business & Politics – Inside podcast, a platform that amplifies the voices of local entrepreneurs, innovators, and leaders in both the business and political sectors. In 2025 he expanded his civic engagement by managing two political campaigns, sharpening his skills in data strategy and public outreach. At Rally Point Nonprofit Council, Chris leverages this diverse background to forge powerful partnerships, connect organizations with resources, and help nonprofits nationwide collaborate, grow, and mobilize to strengthen their communities.

Rally Point Nonprofit Council is recognized by the Internal Revenue Service as a tax-exempt public charity under Section 501(c)(3) of the Internal Revenue Code. Contributions are tax-deductible as allowed by law.

RPNC serves as a statewide backbone organization that strengthens nonprofit organizations and wellness professionals through collaboration, capacity building, shared resources, and coordinated mission support across Arkansas.

RPNC is governed by an independent Board of Directors and supported by experienced nonprofit, business, and community leaders. All programs are conducted exclusively for charitable and educational purposes, and no officer, director, or member receives private benefit from charitable funds.

RPNC is registered as a charitable organization with the State of Arkansas. Financial and governing documents are available upon request.
